Rana Muhammad Qasim Noon was born on 10^th of November 1962. He is the son of Rana Muhammad Aslam Noon. He is a well educated politician. He received MA degree in Political Science from Bahauddin Zakariya University in 1983. He received his L.L.B. degree in 1988 and MA degree in 1989, both from Bahauddin Zakariya University. He is a senior Advocate by profession. His total income of 2017 was Rs.39,500. His source of income was agriculture.

Rana Muhammad Qasim Noon has been a member of the National Assembly from March 2016 to April 2018. Before, entering the politics, Qasim Noon served as Chief Protocol Officer in Pakistan International Airlines from 1985 to 1990. He started his political career as a candidate of Pakistan Muslim League Quaid e Azam. Then he affiliated himself with the Pakistan Peoples Party, then with the Pakistan Muslim League Nawaz (PMLN). In April 2018, he quit Pakistan Muslim League Nawaz and resigned from the National Assembly. In May 2018, he announced to join Pakistan Tehreek e Insaaf. He was elected to the National Assembly as a candidate of Pakistan Tehreek e Insaaf from the constituency NA-159 by gaining 102606 votes. He defeated Muhammad Zulqarnain Bukhari, a candidate of Pakistan Muslim League Nawaz (PMLN) who got 99374 votes.
